KEMNAY COMMUNITY COUNCIL
MINUTE OF MEETING HELD ON THURSDAY 28th JUNE 2001
7.30 PM IN KEMNAY VILLAGE HALL

P.C. Hall informed the meeting that six constables had undergone training to use ‘speeding guns', and that they were keeping a special watch outside the Kemnay Primary School, giving verbal warnings and prosecuting speeding motorists. The police had also been keeping an eye on skateboarders using the roads. There was some discussion on the wearing away of yellow lines and the new proposed lines.
3. Minute of Meeting held on 31st May 2001
The Minute of the Meeting held on 31st May 2001 was approved.

4. Matters Arising from Last Minute
a. Crombie Developments Building Site
A letter had been received from Mr Jim Walker, Enforcement Officer, Aberdeenshire Council, saying that the unkempt state of the Crombie building development was not a breach of planning consent but he considered that it was a danger to the public. The Health and Safety Executive had been informed.
b. Village Notice Boards
A ‘thank you' letter would be sent to British Airports Authority for the new notice boards about to be erected in the village.
5. Garioch Area Bus Forum
There had been a study into the use of subsidised bus services. As a result it had been recommended that the subsidy be withdrawn from one particular 220 service which had very low usage.
6. Garioch Area Community Council Forum AGM
Dr Piggins reported on the Annual General Meeting of Garioch Area Community Council Forum. Project Grants are available and it was suggested that descriptive posters of walks around Kemnay could be produced. Some Community Councils have Web Sites but it takes considerable effort to keep them up to date and manpower is in short supply. It was suggested that the Duke of Edinburgh scheme might like to be involved as a project.
It was also suggested that there could be more tree planting on the road to Midmill just outside the village.
There is to be a project to employ a student during the summer holiday as a ‘village orderly' in Kemnay. One of the duties suggested was to cover up the graffiti on the pavilion in the Pleasure park.
The next Community Council Forum meeting would be on 12th September. Mrs Wainman, and possibly Mr Davies, would attend.
7. Calor Gas Scottish Community of the Year 2001
An application form had been received from the Calor Gas Award scheme. It was thought that the Community Association may be interested in completing this.
8. New Business
a. Pavilion Committee
Nothing had yet been heard from the Pavilion Committee about the state of the pavilion.
b. Village Notice Boards
Manufacture of the village notice boards was in hand, but they had not yet been delivered.
c. Car parking at the Pleasure Park
It had now been agreed that the Primary School car park could be used at week ends.
d. One2One Mobile Phone Mast
One2One mobile phones are awaiting wayleave from Scottish Power to install their mast at the Quarry.
e. Community Woodland
It was reported that weeds from the Community Woodland are penetrating the garden of a neighbour, and that the intended shrubs have not been planted.
f. Golf Practice in the Pleasure Park
Mr Findlater reported that he had picked up six golf balls from the Pleasure Park where golf is prohibited. He also said that it seemed that the number of junior members of the golf club has fallen.
9. Report from the Safety Group
Mr Findlater reported that the scheme for ‘safety pots' in the refrigerators of elderly people was progressing. RO.S.P.A. has produced a new leaflet and new security marker pens are being produced.
Midmar Community Council had now joined the Safety Group.
10. Aberdeenshire News
Councillor Leitch reported that Lumphart Cottage in Inverurie was now the base for ‘Homestart', and that there would be free Personal Care for the elderly in Scotland. ‘Smart Houses' are now being promoted for the elderly so that wardens can check the safety of the elderly without being intrusive.
11. Planning Applications
An application for a taxi office had been applied for at the Bennachie Lodge Hotel There were no objections from Community councillors to this proposal. There was also an application to build a new workshop at Stanley Clark's premises.
12. Correspondence
A letter had been received from Aberdeenshire Council Licensing Board asking if Community Councils had any objection to extended opening hours on Saturday and Sunday until 1 am. There were no objections. The Community Council endorsed the proposal for new licensees to undergo training.
13. A.O.C.B.
That part of the road between Peterculter and Skene owned by Aberdeenshire Council will be resurfaced.
Concern was expressed about the difficulty of opening and the awkward layout of the door to the Post Office. Mr Findlatrer would seek advice on what could be done.
14. Date of Next Meeting
The next meeting will be held on Thursday 27th September 2001 at 7.30 pm in the Wainman Room at Kemnay Village Hall.
