MINUTE OF MEETING HELD ON THURSDAY 25th OCTOBER 2001
7.30 PM IN KEMNAY VILLAGE HALL
1. Present:- Mr A. Davies, Mr D. Evans, Mr P. Findlater, Dr J. Piggins, Mr A. Thomson, Mrs M. Wainman

2. Police Matters
There was no police representation at the meeting, but members raised several points of concern which would have been directed to them:-
Adults and children were driving golf balls on the amenity land at Alehousewells and across the river to Fetternear, a very dangerous practice. It was suggested that 'No golfing' signs should be erected. Mr Davies was to contact Kemnay Golf Club about the driving of balls at Kembhill Park, asking them to make their members aware of the dangers.

Teenagers congregating at the Bus Shelter in High Street and leaving litter behind.
Children riding bicycles in the dark without lights.
3. Minute of Meeting held on 27th September 2001
The Minute of the Meeting held on 27th September 2001 was approved.

4. Matters Arising from Last Minute
a. Youth Shelter
The old toilet in the Pleasure Park has been declared surplus to requirements and offered to other departments of the council. It was suggested that it be used as a Youth Shelter (as it had been unofficially for many years). There was discussion on the removal of the toilet fittings and the funding for this, the possibility of the building having local ownership, and the positioning of concrete seats inside. It was also suggested that the Park and Pavilion committee should be consulted.
b. Vandalism
It was noted that the Community Council had written to Tandoori Uno Indian takeaway regretting their recent break-in.
Mr Fowell agreed to investigate who was responsible for the exterior of the Pavilion.
c. Woodhill House
Mr Fowell said that Aberdeenshire Council would continue to rent Woodhill House until the 1st January and then purchase it and continue to use it for the time being. There was the option to then sell it and move to another location in Aberdeenshire. This was contrary to what we wrongly understood in September to be the situation.
5. Unfinished Business
a. 220 Bus Service
There was much discussion on the bus service to Aberdeen as passengers had been transferred from a double decker to a single decker, many standing to Aberdeen and others left at Blackburn as there was no room for them. It was agreed to write again to Stagecoach about this ongoing problem.
c. Smell from Knackery
The problem of the continuing smell from the Knackery was discussed as there is now a planning application to extend the premises. Mr Fowell explained that it was inappropriate for planning officers to address the Community Council on an application in progress.
6. New Business a. Flooding in Victoria Terrace
It was noted that there was flooding in Victoria Terrace by the bus stop at the bowling green. People were unable to stand at the stop for fear of getting soaked in wet weather.
Report from the Safety Group
Mr Findlater reported that the Garioch area Safety Forum would meet on Tuesday 13 November.
8. Aberdeenshire News
Councillor Leitch reported that he had attended meetings on Benefit Revision and Care Packaging.
There was to be a Service at Cluny Church for Carers and their Users.
A North East Planning Alliance has been formed with Moray, Aberdeen City and Aberdeenshire Councils.
There is to be a merger between the Benefits and Employment Agencies.
Councillor Leitch also attended the concert given by those involved with Gordon Gaitherin.
Moira Lawson has been appointed as the new Head teacher at Alehousewells Primary School.
Budget planning for next year has begun, potentially another £6m of savings are being sought.
Councillor Leitch mentioned that there would be a meeting on 30 November about the "Staywarm Scotland" heating scheme for over 60's.
Councillor Leitch was invited to attend Skateboard Group meeting: they have also submitted a request for Development Gain funding.
9. Planning Applications
There is a planning application for a mobile phone mast to be erected by Leschangie Quarry and the Community Councillors had no objection to this. There was also a planning application to build a house at Dalmadilly. As this is in East Gordon countryside the Community Council decided to recommend refusal as the application is against policy.
A reply has now been received from Aberdeenshire Council to our letter commenting on the C.A.L.P. document. Aberdeenshire councillors will be discussing this document on 29th November at Woodhill House.
There will be a meeting in Insch on Local Cottage Hospitals on Tuesday 30th October.
10. Correspondence
A letter has been received asking for suggestions for nominations for the 2002 Aberdeenshire Design Awards. Suggestions put forward were the Leslie Place Housing development in Station Road, Kemnay Church Hall and the stone wall at Craigmile Cottage.
11. A.O.C.B
Mr Thomson reported on the Network Development group meeting.
There would be a Youth Information Service at the Family Centre in Aquithie Road.
The skate-board group are continuing to raise funds for a park.
Mention was also made of the 25 years service as Voluntary Treasurer to The Network Development Group by Isabel Herron. A presentation was made to Isabel at her final meeting this week.

The next meeting will take place on Thursday 29th November 2001 at 7.30 pm in the Wainman Room at Kemnay Village Hall.
