Report of Meeting Held in the Village Hall on:
28 February 2002
1. Present:-

2. Police Matters
There was no police representation.
Mike Rumbles had written to say he had had a positive reply about policing in Kemnay following receipt of the petition, although allocation of manpower was up to the Chief Constable.
TRAK warned residents to be wary of bogus callers who offered to do work and said the cost could be reclaimed from the Council. This was definitely not the case.
3. Minute of Last Meeting
The Minute of meeting held on Thursday 31st January was adopted.

4. Matters Arising from Last Minute
a. Credit Unions.
An article about Credit Unions for the newsletter had been received from Anne Phelps.
b. Jubilee Celebrations.
Mrs Newberry reported that it was hoped to have a street party during the afternoon and evening of 1st June, also possibly a mini fair that afternoon. She asked if people who had ideas would contact her.
c. Aberdeenshire Local Plans.
Mr Evans had written a letter about the Aberdeenshire Local Plan so far as it affected Kemnay. His views were fully supported, and it was agreed that a letter in support would be sent.
It was also felt that the planners had no idea how unsuitable Parkhill was for commercial development, and Mr McRae should be invited to view the area himself.
d. Parking.
A lorry was regularly parking in Burnett Road and causing an obstruction. It was agreed that the police and Roads Department should be informed.
e. Leading Edge Skateboard Group.
The group had given a presentation to the Aberdeenshire Community Safety Partnership which had been well received, and their support had been promised.
5. Unfinished Business
a. Scheme for the Establishment of Community Councils.
There was nothing further to report.
b. Modernising Local Government.
Mrs Milton and Mrs Wainman had attended the presentation, which had been attended more by business people than Community Councils. A general complaint was made that Aberdeenshire Council did not heed Community Councils' opinions sufficiently, and often did not provide reasons for the rejection of proposals. Cllr Leitch undertook to make these views known.
6. New Business
a. Presentation by Association of Scottish Community Councils.
Dr Piggins had attended the presentation. The main message was that the ASCC was there to assist Community Councils, and they also would like to be appraised of local thought. It was agreed that copies of relevant papers would be sent to them in future. Community Councils were generally unhappy with the Reporter system for settling planning disputes, as this often failed to take account of local views.
b. Waste Disposal and Recycling.
SEPA has produced a discussion paper about waste disposal and recycling. It summarised the problem, but gave little help in offering solutions.
c. Blood Transfusion Service.
The Blood Transfusion Service will be visiting Kemnay on 24 June 2002, 31 October 2002, and 27 February 2003. An alternative venue will be required for the Community Council meetings on the latter two dates. Dr Piggins will investigate availability of a room in the Academy.
d. Road Repairs.
The quality of road repairs seemed to have deteriorated recently. Bremner way was mentioned. Aberdeenshire Council would be contacted.
7. Aberdeenshire News
Cllr Leitch said that although there was a good deal going on, he had nothing specific to report
8. Planning Applications
There were no contentious planning applications. Mention was made that there was little feedback as to reasons why Community Council objections were not heeded. Cllr Leitch would take this up.
9. Correspondence
Information from Grampian Police and the Association of Scottish Community Councils was being circulated.
10. Any Other Business
a. Deregulation of Postal Services.
A letter had been received from Bob Smith enclosing the Postcomm's plans to deregulate mail services. It was agreed to circulate a petition to retain daily rural postal services, and to write in support of this.
b. Association of Scottish Community Councils.
The AGM of the ASCC will be held on 15th June at the Beach Ballroom, Aberdeen.
