Report of Meeting Held in the Village Hall on:
24 April 2003

Dr Piggins welcomed the Councillors and members of the public.

3. Police Matters
Inspector Allan was present after his 3-month secondment and spoke of the recent spate of vandalism but was pleased to report that there had been nothing reported in the last 7 days. We have had increase police presence over the previous weekends and they continue to have the prevention of vandalism as a priority. He also spoke of the concern regarding speeding and road safety.
4. Minute of Last Meeting
The Minute of the meeting held on Thursday 27th March 2003 was adopted.

5. Dr Graham Young - Medical Centre Update.
Following the Aberdeenshire Local Plan and the zoning of site B, suitable for community facilities (medical centre) and the decision to object to this, Dr Young came along to advise us of the situation from the Doctors. He assured the council that they have no plans to move in the immediate future but advised that as community continues to grow more facilities will be required and the current site has limited expansion possibilities. Therefore the council have withdrawn the objection to the zoning of this site for this use.
6. Aberdeenshire Council - Transport and Infrastructure Department.
Mr Ian Rendall along with Mr Bill Lennox accepted the invitation from the council to explain traffic calming particularly in respect to Bremner Way. They were pleased to announce that they have approval for measures to be taken to on Bremner Way and we will see and hear in due course the design and proposals. However, it is probably going to be speed bumps called cushions, as these are particularly effective and do not affect emergency and commercial vehicles as others do. The timescale for implementation is unknown to us at this time.
7. Matters Arising from Minute
a. The Glebe Obstruction.
Ian Rendall has contacted the builder of the house and this should be removed in approximately 6 weeks time.
b. The "Water Carrier" Fence.
The fence was removed on the 15th of April.
c. Recycling Advisory Group Presentation.
This will be held on the 28th of May at 7.30pm in The Village Hall - All members of the public are welcome.
8. Unfinished Business.
a. Area Partnership Proposals - Draft Aims and Objectives.
The Community Council had no objections or comments on this document other than to suggest possible interested parties to be approached.
9. New Business.
a. Trees on the Village Green.
It has been agreed that the trees need to be pruned and the community council will write to the council supporting this action.
10. Report from the Safety Group.
They have recently had their AGM and are keen to attract new members to the group. They have received talks on Cashline Fraud, Flooding in Aberdeenshire and are set to have a discussion on road junctions and roundabouts in June. The group are also involved in the Sea Smart campaign and an event is being held on the 7th of May at Westhill Swimming pool in conjunction with Maritime Coast Guard Agency.
11. Aberdeenshire News.
Cllr Leitch reported that the trees stuck under the bridge are to be removed as soon as is possible.
12. Planning Applications.
There were no contentious planning applications.
13. Correspondence.
All correspondence had been previously circulated.
14. A.O.C.B.
a. ASCC AGM is on the 14th of June.
b. Letters received regarding the Point of Origin - lots of concern regarding litter and dog fouling. Letters will be in the Newsletter.
15. Date of Next Meeting.
The next meeting will be held at 7.30 pm on Thursday 29th May 2003 in Kemnay Village Hall. All are welcome.
