Report of Meeting Held in Kemnay Academy on:

27 February 2003

Dr Piggins welcomed the Councillors and members of the public. He encouraged those who had an interest in community matters to stand for election to the Community Council in the forthcoming election. Nomination forms are available from The Post Office and should be returned by 14th March.

2. Police Matters
Inspector John Ledingham is meantime covering for Inspector Dave Allan. He spoke about cars being vandalised, and thefts from unsecured cars in St. Brydes Road and Paradise Road. There had also been damage at Kemnay quarry. These matters will be reported in a Police News Item in the Newsletter. Annoyance is also being caused by youngsters at Kendal Green.

Parking along Grove Road on Wednesday evenings has created a danger to travelling motorists.

The Police budget for Grampian will be increased by £5-7 million over the next few years to enable 35 more staff to be employed.

3.Minute of Last Meeting
The Minute of the meeting held on Thursday 30th January 2003 was adopted, with the correction that Mr A. Thomson was present.

4.Matters Arising from Minute
a. The Glebe Obstruction
There was no information on the obstruction at The Glebe.

b. Area Partnerships
The next meeting of the Area Partnership will be held on 6th March in Gordon House.

5. Unfinished Business.
a. Recycling Advisory Group
Claire Wright, the Recycling Officer, has indicated that she would be willing to attend a Community Council Meeting, but suggested that this should be after she had spoken to the Community Council Forum Meeting in March. This would enable the Community Council to give her advice on what topics she should cover.

b. Area Top Up Budget
A letter had been received confirming that the Community Council had been successful in obtaining a 'Top Up' grant of £750 towards redecoration of the Youth Café. The Community Association had also received a grant of £200 towards a digital camera for use in connection with the Web site used by Kemnay Community Council.

c. Skateboard Park
There had been no news from the Skateboard Group.

6. New Business
a. Garioch Area Bus Forum
A meeting has been arranged by the Aberdeenshire Council Transport Unit for the next Bus forum to be held in Kemnay Village Hall on Wednesday 26th March at 7.30 pm. Kemnay residents, particularly bus passengers, will be welcome to attend this meeting. It would be helpful if comments or questions for this meeting could be handed in to Blythewood, High Street before the meeting.

b. Sport in Kemnay
Comment was made on the price of using Educational Sports Premises at the weekend, and a note about this will appear in the Newsletter. There will be a meeting at the Park Pavilion on Tuesday 11th March at 7.30 pm to reconstitute the Pavilion Committee.

c. Housing Development in Bogbeth Road
There was discussion on the application to build 66 market value houses on the site off Bogbeth Road. It is likely that a Public Enquiry will be held later in the year over this aspect of the Aberdeenshire Local Plan.

d. Kemnay Academy
Health and Safety checks have been made by the Police around Kemnay Academy, and it has been suggested that the shrub area be removed. Investigation has been made into the 'boggy area' near the Academy by Officers from Aberdeenshire Council. A Management Committee for its safe development is being considered.

7.Report from the Safety Group
Garioch and North Marr Safety group are joining with the Police to stamp bicycles, and to give vouchers towards lights for cycles. There will be a notice about this in the Newsletter.

There will be a Drink Driving campaign later in the year with a grant of £500.

8. Aberdeenshire News
Councillor Alister Leitch reported on a 'Stroke Awareness Campaign' and Blood Pressure testing project. There would also be Maritime Coastguard training for children.

Councillor Saluja reported on local group of 'Scotland Crimestoppers'.

There were comments on the drainage work being carried out in The Pleasure Park.

Mrs Buchan reminded the Council that plastic biodegradable doggy bags could be purchased from Gordon House at £1 for 100 bags.

Councillor Leitch reported on a Sheltered Housing Seminar working towards more health centred housing, with very sheltered housing and dementia units within the same curtilage.

A road sign indicating The Loaves and Fishes Café will be positioned.

The Council Tax has been raised by 5%.

9. Planning Applications
Two planning applications had been submitted:-

9/8036/1 ALTER & EXTEND Mr I Morgan, Daisybank, Church Lane, Kemnay (this has now been approved)
99/8148/1 ALTER & EXTEND SHOP/ MUSEUM Mrs E Innes, Little Treasures, Petersfield, Kemnay.

10. Correspondence
All correspondence, none of which was contentious, had already been forwarded to members.

11.A.O.C.B.
Councillor Leitch will enquire about the dilapidated fence by 'The Water Carrier' monument.

It was reported that a lorry had been parked illegally overnight at Milton Meadows and the No Parking sign removed. A lorry had also been parked in the parking area for the community woodland. The starting up of these lorries in the early hours of the morning caused a noise nuisance.

12. Date of Next Meeting
The next meeting of Kemnay Community Council will be combined with the A.G.M. and will be held in Kemnay Village Hall on Thursday 27th March at 7.30 pm. All residents are welcome.
