REPORT OF MEETING IN THE VILLAGE HALL
30th October 2003

1.POLICE MATTERS:
Inspector Allan updated us on matters on Kemnay over the previous 4 months for which there have been very few but a couple of serious crimes in Kemnay. The Police office has been targeted on several occasions and 2 people have been arrested in connection with the garage and car arson and 2 further people arrested for the office break-in. Of all the reported crimes over this time about 50% of them were acts of vandalism. There have been no further developments on the handbag snatch on the High Street at this time.

3.MATTERS ARISING FROM THE MINUTE
a) Toilet Facilities at Bogbeth Park Update
no further developments on this. Aberdeenshire Council are looking into funding for this.
b) Induction Day for New Community Council Members
Very informative event and found to be beneficial to all who attended the next one planned for the 18th of November.
c) Kemnay Village Sports Day 2004 Update
nothing new to report on this at this time, no date has been set for this event.
d) Water Consultation Panel at Huntly 14/10/03
Although K.C.C were not able to attend, Cllr Saluja was present and informed us that it was mostly an open questions event as it was not the water board but the water watchdog that hosted the event to get feedback on the services.
e) Website Updated
This has now been done detailing the members of the Community Council and how to get in contact with them and very kindly Claire Campbell has agreed to continue her voluntary work on the website and keep it updated on a regular basis.
f) Scottish Rural Partnership Fund
This very complicated 3 part fund document requires you to raise 50% of the funding you require yourself and a suitable project has not been found at this time for it's use. We will continue to look into this with the input of other local groups and will raise it again March.
g) Bus Forum Meeting 29/09/03
Again this was a well-attended meeting from Kemnay residents and several items raised to improve our services were discussed including additional journeys between Kemnay and Inverurie. As well as the implementation of a double decker bus on the 07:15 hrs bus to cope with the number of passengers on this service.
h) Rubbish Tipped at Aquithie Road
This appears to be the Council tipping roads rubbish at the junction for Kemnay to Inverurie. No further progress to report on this but it is being investigated.
i) Red Car abandoned in the Car Park - now removed by the owner.
j) Petrol Station Update - Work seems to be ongoing at the old petrol station,
k) Wood Gardens / Kendal Road
As Aberdeenshire Council do not own or maintain this road the community council will have to apply for a grant to get this fixed itself.
6. UNFINISHED BUSINESS
a) Youth Cafe Update
the funding is now all in place but the tenders are still being looked at and we hope to hear more on this at our next meeting.
b) Glebe Obstruction - still there almost a year on.
c) Aberdeenshire Local Plan
A date has been set for K.C.C. to present its objection on the 03/02/04.
d) Broadband for the Village - now reached 350 registrations.
e) Community Council Constitution Update
A copy of this has been circulated to all community council members to feedback to Cdr Hunneyball by the 14th of November any comments/suggestions/ amendments that they may have.
f.) Swimming Poll Association Update - date of next meeting to be confirmed.
7. NEW BUSINESS
a). Aberdeenshire Design Awards
This consists of 6 categories: housing, business, conservation, rural landscape development, craftsmanship and sustainability. Projects entered for the landscape category must have been finished within the past 5 years and the other categories within the last 2 years. Nominations for this by 20th of February 2004. Ideas for nominations in next meeting.
8. REPORT FROM THE SAFETY GROUP
Although Mr Findlater could not attend the meeting tonight he did send in a report for us. A corporate action plan has been produced on drug and alcohol abuse and countering the effects of such abuse there will be ongoing initiatives but its 3 main aims are Young People, Communities and Treatment. Also he informed us of a new centre in Aberdeen for Childline Scotland.
9. PRESS REPORTS - unfortunately focusing on crime and vandalism in Kemnay.
10. ABERDEENSHIRE NEWS
Cllr Leitch informed us on several items throughout the meeting and of a healthy eating scheme for schools. He also updated us on the outline plans for a medical centre on the village green; this is just a proposal at this time.
11. PLANNING APPLICATIONS
6 planning applications, none are contentious.

Sign for the Loaves and Fishes - not up yet - in a queue to be done shortly. The Doggy bin at Fyfe Park that was set alight still to be tidied up - reported to Aberdeenshire Council. The Car Park opposite the village hall - the trees appear to have been badly hacked down. Light pollution from the new driving range.
