REPORT FOR THE MEETING HELD

Introduction
Chris Hunneyball (Chair) opened the meeting, welcomed everyone and asked that discussion be kept to competent KCC business.
Adoption of Secretary
Neil Johnson has agreed to be nominated for the post of Secretary to KCC, and was adopted by KCC.
Adoption of Minutes
Minutes were adopted by the Council as a correct record of the last meeting. The Chair thanked Hazel Al-Kowarri for stepping in take the minutes over the past few meetings.
Question Time
An opportunity for members of the public to address the Community Council
Three members of the community raised issues discussed at the last meeting. In particular, Has the Council received current accounts statements form Leading Edge as requested at the last meeting?
The Chair indicated that these had not been received. Although KCC has no power to demand these accounts he would again contact Leading Edge about this.
Has the skate park received a completion certificate as it appears the soak away mentioned in planning has yet to befitted?
KCC has no knowledge of this and the Chair suggested that Aberdeenshire Council Should be approached directly about this.
What plans have Leading Edge made to ensure the future maintenance of the site?
KCC have no knowledge of this, but will write to Leading Edge about this.
Janet Newberry suggested that these concerns should be put in writing to KCC and that the Council would do it's best to represent the understandable concerns that have been expressed about the future running of the skate park.
Planning applications
The Chair thanked David Evans for his work on keeping KCC up to date with planning matters. David reported on 2 applications:
a) The extension gravel extraction at Dalmadilly - general consensus that it would be desirable that one site be completed before work on another began. SEPA reports were awaited but approval was a formality.
b) House to be built adjacent to 'Halcyon', Aquithie Road. Consensus of the Council was that there were no grounds to object.
Local Plan
Jim Piggins reported on the procedure adopted by the Planning Reporter at the meeting to discuss the local plan on Thu 27th. Both he and Chris Hunneyball felt that KCC had presented a very good case and a response is expected from the reporter by the end of May.
Calor Gas Awards
Chris Hunneyball reported that Kemnay had received 4 commendations, and tabled a letter of congratulations from the MP.
Fire Brigade
Sheila Taylor reported that she had attended a meeting in Inverurie where the Grampian Fire and Rescue had presented their new aims - to try and improve response times and be more pro-active in community fire prevention.
Garioch Area Plan
The Chair invited members to contribute suggestions to be included in the next Garioch Area Plan. Suggestions included:
Better direct public transport links, Community Fitness/Sports Centre and/or a Swimming Pool, Marketing of Employment land own by Aberdeenshire Council and Improving Communications between Aberdeenshire Council and CCs.
AOCB
Call Boxes - The Chair to write to BT to maintain the right of veto over the removal of the last public call boxes in the community.
Wet area adjacent to Kemnay Academy - Hazel Al-Kowarri voiced concerns about the wet areas adjacent to the Academy. TRAK are investigating this.
Christmas Lights - The lack of Christmas lights/decorations in the village was discussed. The possibility of help from Aberdeenshire Council and local businesses will be investigated. The efforts of householders in the Alehousewells area to provide ‘Christmas Cheer' were commended and the possibility of a village competition mooted.
Roundabouts at Gauchhilll and on A96- Safety issues were raised with regard to both of these roundabouts. KCC to write to Roads department with these concerns
