KEMNAY COMMUNITY COUNCIL
MINUTE OF THE MEETING ON
23rd February 2006 AT 7.30PM IN THE KEMNAY VILLAGE HALL
Present: Chris Hunneyball, Jim Piggins, Mavis Wainman, David Evans, Bill Blackwood, Susan Milton, Hazel Al-Kowarri and Janet Newberry.
1. Apologies: Pat Findlater, Cllr Leitch, Roger Dunham and Neil Johnson
2. Police Matters: No police presence. Mavis mentioned an instance of verbal abuse directed to an individual for no apparent reason, from a group of youngsters. Police will be invited to send a representative to the next meeting.
3. Minutes of the meeting held on 26th January 2006 were approved.

4. Matters Arising
a) Bogbeth Planning Applications - KCC letter of objection had been acknowledged
b) Bus Forum - Chris has received a draft timetable. Discussion followed on the advantages and disadvantages of the proposed changes, in particular the loss of the 0710 (approx) service to Aberdeen. Stagecoach will be contacted about this.
c) Community Council Elections - 12 nominations received so far and still time to receive more.
5. Aberdeenshire News - Chris read Cllr Leitch's report.
Information received regarding Mini motors using the land between Bremner Way and the River Don. The Council owns most of this open space and without lawful authority a person who drives a motor vehicle on this land is guilty of an offence, as per Section 34 (1) of the Road Traffic Act 1988.
An explanation of the position of the Life Belts along the river path has been received, although was not entirely agreed.
The old spiral chute in Bogbeth Park failed its annual inspection and is to be replaced with a large climbing frame with curved chute.
The War Memorial improvements are almost complete. A new raised bed for plants has a steel tree support with a provision for electrical supply to
allow for a community Christmas tree. It was felt that a good job had been made of this project.
Alehousewells play park is to receive another piece of toddlers play equipment.
The junction with Bremner Way and Aquithie Road is being considered for future landscaping. Flower beds and a granite structure will be proposed.
6. Planning Applications - nothing contentious.
7. Unfinished Business
a) Litter bins - KCC proposals have been sent to the Council.
b) Scottish Executive paper on help for community councils - Neil sent Kemnay's response. General feeling is CCs should have more power, particularly in the planning area.
c) Fire Board Action Plan - It was agreed not to make comment.
d) Airport Consultation - Chris to read and respond on behalf of KCC.
8. Correspondence
a) Bogbeth Toilets - Responsibility for the old toilets has not yet been established.
b) Working with and in Communities - 5 of the 9 briefings have already taken place! No volunteers to attend.
c) Public Safety for Art Groups - Risk Assessment training is available
d) Save Aboyne Maternity Unit - support to oppose its closure was sought.
e) Local Outdoor Access Forum - Susan may attend.
f) Planning Advice Note - We would write and support more CC involvement in the planning process
9. AOCB
a) Kirkland to the Glebe footpath - ownership will be established to try and get the grassy/muddy stretch tarred.
10) Date of the next meeting 30th March at 7.30pm. This meeting will also be the AGM.
