KEMNAY COMMUNITY COUNCIL REPORT OF THE MEETING IN KEMNAY VILLAGE HALL
ON THE 26th APRIL 2007 AT 7.30PM

2 Welcome:
Chris Hunneyball welcomed those present, and in particular Margaret Christie who was to take on the role of secretary.
3 Police Matters:
PC Allen had tabled a report indicating that there had been 16 reported crimes within the Kemnay area in April, including assaults, theft, a dangerous dog, vandalism, breach of the peace and careless driving. Three of the crimes are currently undetected: the removal of a side step from a Vauxhall Frontera parked at the rear of houses on Downie Way; a window in Heron Way which was broken by a brick; and damage caused to the bodywork of a Vauxhall Tigra on Burnet Road. Anyone with any knowledge of these crimes is asked to contact Grampian Police on 0850 600 5700 . Mavis Wainman observed that cars were being given parking tickets that morning on the High Street.
4 The Minutes of the Meeting held on 29 March
were approved.
5 Question Time:
The question of motorbikes racing on the road out of Kemnay by the cenotaph was raised. Concerns were expressed about speeding in several areas of Kemnay, but it was decided that little could be done about the problem. The police received the minutes of the meeting and will be aware of the problem.
6 Matters arising from the Minutes:
a) Skateboard Park Skips: - These have now been removed and the council has cleared up the area. Concerns were expressed about litter in Kemnay generally. The Chairman is to contact the council about clearing litter in Kemnay and providing more bins.
b) Recycling Site: - It appears that the proposed site is to be used by the council as a composting site. They require to know the provenance of any waste dumped there, so it would not be possible to accept householders' garden refuse.
7 Aberdeenshire News: - In Cllr Leitch's absence there was no report, but Jim Piggins proposed and Paul Smart seconded a motion to thank Cllr Alister Leitch for his many years of service to the community.
8 Planning Applications: - There appeared to have been nothing controversial lodged.
9 Youth Café Sub-Committee. - There had been a useful meeting, but the matter was not as straightforward as it had seemed. More research into the responsibilities of the sub-committee would have to be undertaken before any commitment could be made.
10 Christmas Lights Sub-Committee: - Hazel Al-Kowarri informed the meeting that TRAK intended to celebrate the anniversary of its founding, and would donate any profits to the village, which might help fund the Christmas Lights. The Chairman said that he had observed the works at the corner of Bremner Way and Aquithie Road, and had reminded Bob Rose about the need for wiring.
11 Report from Safety Group representative: - Kemnay Pupils had been selected for the Pass Plus scheme. Fraserburgh had put into effect a bye-law forbidding alcohol consumption in public places, but this was not possible in Kemnay because there were no cameras to police the law.
12 New Business:
a) Local Community Health partnership: - The Chairman was to attend the meeting.
b) Forthcoming Council Elections: - Mavis Wainman assured the meeting that there would be trained staff on hand to explain the system. Hazel Al-Kowarri expressed concern that no postal voting forms appeared to have been received in Kemnay.
13 Unfinished Business:
Handrail for Boat Croft: - Discussion of this was deferred in the absence of the Councillor.
14 Correspondence:
a) City and Shire Structure Plan: - There is to be a meeting about this in the Torryburn Hotel on 9 May. Chris Hunneyball, Annie Ferris, Neil Johnson, Mavis Wainman and Ian Wakely to attend.
b) NESTRANS: - Grants are being offered for "green" transport schemes.
c) Friends of the Earth Training: - The Chairman had replied that we might be interested but required more information.
d) All our Futures - Planning for Scotland with an Ageing Population: This did not seem to be relevant to the work of the Community Council.
16 AOCB
Hazel Al-Kowarri raised the matter of complaints which she had received as Chairperson of TRAK about a cockerel which was being kept in a garden in Bremner Way. In view of the fact that no complaint had been made to the Community Council, it was agreed to take no action on this.
There was concern about the missing bus shelters. Neil Johnston informed the meeting that they will be replaced when the supplier has supplied them.
