KEMNAY COMMUNITY COUNCIL REPORT OF THE MEETING IN KEMNAY VILLAGE HALL
ON THE 28th JUNE 2007 AT 7.30PM
Present:
Chris Hunneyball (Chairman) Bill Blackwood, Margaret Christie, Annie Ferries, Pat Findlater, Jim Piggins, Paul Smart, Alex Thomas, Mavis Wainman.
Attending:
Cllr Hazel Al-Kowarri, Cllr Allison Grant, Cllr Sheena Lonchay, Inspector Dave Allan, Ian Fowell, twelve members of the public.
1. Apologies:

2. Welcome:
Chris Hunneyball welcomed those present, and in particular Cllr Sheena Lonchay, attending her first meeting, and Ian Fowell of Aberdeenshire Council
3. Police matters:
Dave Allan said that news was good. Calls from the public and crimes in the area had both reached a new low in the period July 2006 to June 2007
The traffic arrangements for the football tournament at the Pleasure Park were discussed, and it was agreed that earlier liaison would help in future.
4. The minutes of the meeting held on 31 May 2007
were approved
5. Open Forum for Youth:
Points from the previous Youth meeting - Aberdeenshire council had claimed that there was no budget for litter bins or lighting at the skate park, but a further request for bins generally had yet to be considered. The Council was unwilling to replace the goalposts on the green, or the shelter, but both Dave Allan and Ian Fowell said that money might be available for more posts. Ian Booth of the Kemnay Scouts asked for the moral support of the Community Council in the project to replace the Scout Hut. The council gave it wholeheartedly. A request was made for more sports facilities for young people. Various options were suggested.
6. Question Time: - There was no other input from the public.
7. Matters Arising from the minutes:
a) Dalmadilly Sand Extraction: - The Planning Committee is to visit the site on 24 July.
b) Litter: - Dr Melanie Jones had requested the support of the Community Council in the Aberdeenshire Litter initiative. This was approved
c) Pleasure Park Traffic Arrangements: - Lessons from the traffic problems at the last tournament had been learned, and would be borne in mind next year.
d) Boat Croft Handrail: - The path had not been adopted by Aberdeenshire Council and was therefore the responsibility of the developer who should be contacted.
8. Aberdeenshire news: - There was no news which did not feature elsewhere in the meeting.
9. Planning matters and applications:
a) Aquithie Road appeal by Barratts (Lawrence's old site): - The appeal against non-determination had been turned down, but the appeal would nevertheless go ahead.
b) New Applications: - There appeared to be nothing contentious. There was a suggestion that a Conservation Area be established comprising most of the older houses in Kemnay. It was agreed that this was a good idea in principle, and the village should be consulted before making a formal application.
10. Garioch Area Community Council Forum: - It was agreed that the council did not require an extra briefing in addition to the routine GACCF meetings.
11. Youth Café Sub Committee: - Two meetings had been held this month. An application form for charitable status was to go to OSCR for approval.
12. Christmas Lights Sub Committee: - No meetings had been held, but TRAK is to hold a Bingo night in September, the profits from which are to go towards Christmas lighting.
13. Report from Safety Group Representative: - There had been no meeting of the Safety Group.
14. Report from Community Learning and Development Representative: - The community action plan promised support for 50+ groups and for the Youth Café, and also for replacement of the Community mini-bus.
15. New Business: - There was no new business.
16. Unfinished Business: - There was no unfinished business
17. Correspondence:
a) Saltire Society Arts and Crafts Competition. - The Place of Origin had been entered in this competition. Chris, Margaret and Paul agreed to attend the award ceremony if possible.
b) Review of Library and information Service Open Hours: - Members were encouraged to fill in and return copies of the questionnaire which was circulated.
d) Postcom: - Postcom have said that the last collection should not be before noon.
e) Riverside Road: - Two schoolchildren had written asking if the bushes on Riverside road could be cut back to make crossing the road safer. It was agreed to ask Aberdeenshire Council if this could be done.
18. Actions during holiday period. - It was agreed that office-bearers should deal with urgent matters during the holiday period.
19. AOCB
a) Planting in Community Woodland: - There was a query as to whether Guides could plant bluebells and other plants in the community woodland. It would be necessary to liaise with the Greenbelt Company which manages the area.
b) Fyfe Park: - Cars were being parked on the grass which was then not mown. Provision of large boulders was suggested. Lorries were being driven onto the grassy areas, destroying the surface. Again boulders or trees were suggested as a preventative. Fyfe Park residents would like a large flower bed at the junction of Victoria Terrace and Fyfe Park. The Council would be approached.
