KEMNAY COMMUNITY COUNCIL REPORT OF THE MEETING IN KEMNAY VILLAGE HALL

ON THE 31st MAY 2007 AT 7.30PM

Present:
Chris Hunneyball (Chairman) Bill Blackwood, Margaret Christie, David Evans, Annie Ferries, Pat Findlater, Susan Milton, Jim Piggins, Paul Smart, Mavis Wainman.

Attending:
Cllr Hazel Al-Kowarri, Cllr Allison Grant, three members of the public.

1. Apologies:
Neil Johnson, Alex Thomas, Ian Wakley.

2. Welcome:
Chris Hunneyball welcomed those present, and in particular Hazel Al-Kowarri in her role as Aberdeenshire Councillor, and Cllr Alison Grant.

3. Election of Chairman:
The council applauded Chris Hunneyball's decision to continue as Chairman in view of the many messages of support he had received.

4. Police matters:
No police representative was present, but members noted that parking and speeding had been monitored in recent weeks.  The police were already aware of complaints about speeding on Bremner Way.

5. The minutes of the meeting held on 26th April 2007
were approved

6. Question Time:
The sand extraction site at Dalmadilly was mentioned.  The contractors do not now intend to restore the site to its original state, and would like input from the community about proposals to use the water-filled quarry and the area around it as a wildlife or amenity area.  Concerns were expressed about safety, about the feelings of the nearby residents and about informing the wider community.  The Chairman was to write to the Council to establish what their position was.

7. Matters Arising from the minutes:
a) Local Community Health Partnership:
- No report as the Chairman had been unable to attend the meeting and had not received the papers, which had been requested.

b) Litter: - The Council had claimed not to have received the Chairman's earlier letter on the subject.  He had sent another copy.  It was established that the Council were responsible for the skate park.

c) GACCF Office Bearer nominations: - Newmachar had nominated Chris Hunneyball as Chairman but there had been no other nominations.

d) Friends of the Earth Planning Training: - No-one volunteered to attend.

e) City and Shire Structure Plan: - The feeling in this poorly-attended meeting was that development should be concentrated in the city and defined corridors in Aberdeenshire.

8. Aberdeenshire News:
Cllrs Al-Kowarri and Grant intend to hold surgeries in Kemnay and Inch on alternate months.   The first is to be in Kemnay Academy on 12th June 2007 from 7.30 to 8.30.

9. Planning matters and applications
a) Aquithie Road appeal by Barratts (Lawrence's old site):
- Chris Hunneyball and David Evans would represent the Community Council at the appeal.

b) Bogbeth development: - The submission appeared much improved.  The Community Council would write to suggest the provision of a parking lane along the Bogbeth Road boundary of the development.

10. Youth Café Sub Committee:
Two meetings had been held this month. It was hoped to have a draft constitution to form a charity ready for the next meeting in two weeks time.

11. Christmas Lights Sub Committee: - No meetings had been held.

12. Report from Safety Group Representative: - Fluorescent Safety Vests and ROSPA booklets were to be made available to pupils in the area.
A Community Stroke Awareness Day was to be held.
Four Kemnay pupils had been chosen for the Pass Plus Scheme .

13. Report from Community Learning and Development Representative: - There was concern that while the cost of evening activities had risen, the fees paid to tutors were to be reduced.

14. New Business:
a) Complaint from Bremner Way Residents:
Residents were still concerned about noise from the garden of one resident.  The council agreed that they would offer them any support they could.

b) Traffic arrangements for events at Pleasure Park: The Chairman was to write to the Police and to the organiser of the event, pointing out that though the event had been most successful and the organisers were to be commended, the village had been brought to a standstill because of the parking.

15. Unfinished Business:
a) Handrail for Boat Croft path: - This matter appeared to have got lost - Cllr Al-Kowarri agreed to pursue it.

16. Correspondence:
a) Community Planning Executive Representative appointment: - Reports were available for those who wished to read them.

b) Community Planning Executive Report 9th May 2007: - Shell had funded a number of youth projects in the North East.

d) Scheme for the Establishment of Community Councils: - This had been received.

e) Recycling and Waste Issues: - The Senior Waste Officer for South Aberdeenshire was to be invited to speak to the community council.

17. AOCB
a) Kemnay School Garden: - This to be revitalised.  Volunteers were sought.

b) Archive Day: - The Village Hall was to be open from 10am to 4pm on Saturday 10 June for a display of village archives since the 1970s.  Tea and coffee would be available.

c) Rubbish Collection: - Concern was expressed that elderly residents on the south side of Paradise Road had been told to wheel their bins across the road for collection.  It was decided to advise them to ignore such instructions.

d) Resignation of Treasurer. - Hazel Al-Kowarri intimated her resignation as a member of the community council and as its Treasurer because she was now a Councillor. It was agreed that Janet Newberry should act as Treasurer and that Margaret Christie should be co-opted as a full member of the council.
