KEMNAY COMMUNITY COUNCIL - REPORT OF THE MEETING ON 26 JUNE 2008  AT 7.30 PM IN KEMNAY ACADEMY

Present:

Chris Hunneyball (Chairman), Bill Blackwood, Margaret Christie, Annie Ferries, Neil Johnson, Janet Newberry, Eric Pashley, Paul Smart, Alex Thomas, Mavis Wainman.

Attending:

Cllr Hazel Al-Kowarri, Constables Allen.and Pirie, 3 members of the public.

1.  Apologies:

David Evans, Susan Milton, Jim Piggins.

2.   Welcome:

Chris Hunneyball welcomed those present, particularly the members of the public.

3.  Police Matters:

Constable Allen introduced Constable Brian Pirie, who is to be based in Kemnay.  He reported 13 crimes so far this month, including the theft of a bike from a twelve-year-old boy.  The bike is a black and silver BMX with a red crank and a red cross on the seat.  The police are anxious to recover the bike, which was a gift from the boy's mother who has since died.

4.  The Minutes of the Meeting held on 29 May were approved.

5.  Question Time: 

There was a statement from the residents at Littlewood  Court that they had not requested, or been consulted about, the seats in Station Road.  They also complained that the seat by the War Memorial was too low.  Cllr Al-Kowarri was to raise the matter of consultation at the Area Committee.

6.  Matters Arising from the Minutes: 

a) Community Mediation:  This talk had been postponed indefinitely.

b) Horner Junction:  Graeme Steel, the Roads Engineer had agreed to refresh the existing 'slow' marking on the B994 Kintore approach and to refresh the existing 'slow' marking on the B994 Kintore Road.  Rumble strips would be inappropriate because of the effect of noise on nearby housing.

7.  Aberdeenshire News:

The public convenience strategy contained a proposal that the toilets in the car park be refurbished and reopened.  Cllr Al-Kowarri, supported by Ian Rendell, had suggested that where they were needed was at the park.  It had been agreed to look at the possibility of providing toilets there.

8.  Planning Matters and Applications:

a) Recent applications:  There was nothing controversial.

b) Local Development Plan:  The consultation on Local Council Planning Policy was completed.

c) Structure Plan Public Meeting:  A public meeting on the structure plan was to be held on 1st July in Kintore School at 7.30pm.  All were invited.

9.  Proposed Zebra Crossing on Station Road, Kemnay:

The residents of Littlewood Court were delighted with the proposed crossing.  It was not thought it would be safe to cross nearer the junction with Riverside Road, even if a crossing were in place.  A further crossing on Grove Road would be helpful.

10.  Bogbeth Development - signs on lamp-post:

The chairman had written to complain about the excessive signing on lamp-posts.  It was pointed out that the levels of the houses in the development had been raised.  Residents in Kirklands are to complain to Jay Turner.

11.   Community Planning:

a)     Summary from Community Planning Board:  This was tabled.

12.   GACCF:

The chairman read a report of the June meeting.  Ideas for future workshop sessions were canvassed.  The design of the programme of works and flood planning was suggested.

13.   Christmas Lights Sub-Committee:

The application for money from the Garioch Area Committee had been successful and the Community Council had been awarded about £3000.  The sub-committee was asked to decide how this money should be spent.  Thanks were expressed to Cllr Al-Kowarri for her advice on this matter.

14.   Report from Community Learning and Development Representative:

There is now a trampolining group on Thursdays.  No funding has been found to open the fitness suite to the public - and concerns have been expressed about wear and tear.  A new minibus may be purchased as early as September.  The kindergym has lost its space in the Academy, but it is hoped that it may re-open in Alehousewells School.  An enrolment evening will be held in Kemnay on 28 August.

15.   New Business:

a) Authority to act during the holiday period:  It was agreed that office-bearers be mandated to act during the holiday period.

16.   Unfinished Business:

The wooden posts in the water under the Bridgend bridge had now been seen by the Council, and were to be investigated.

17.   Correspondence had been received: 

a) from the council about a meeting on the 30th of June in Aberdeen, to discuss the knock-on advantages of the 2014 Commonwealth Games,

b) on the Data Protection Act.

c) on the Swimming pool survey, which was to go to 4000 homes in the area,

d) from the Local Access Forum about a meeting to discuss the Aberdeenshire Core Paths plan,

e) from a researcher on e-coli, seeking a volunteer to complete a questionnaire,

f) from Ian Rendell in response to the council's query about roads and signs,

g) from the Kemnay Youth Café Association, with thanks for the donation,

h) Network,

i) on the Licensing (Scotland) Act 2005, by which the community council will be consulted on applications,

j) on school closures, which did not affect the area, and on which the community council did not wish to comment,

k) SEPA News,

l) about the Place of Origin award - the judges were to visit on 7 July, and litter-pickers were sought for 6 July.

18.   AOCB:  There was no other business.
