KEMNAY COMMUNITY COUNCIL - REPORT OF THE MEETING ON 30 OCTOBER AT 7.30 PM IN KEMNAY VILLAGE HALL
Present:
Bill Blackwood (Chairman), Margaret Christie, David Evans, Annie Ferries, Susan Milton, Janet Newberry, Eric Pashley, Jim Piggins, Paul Smart, Mavis Wainman.
Attending:
Cllr Hazel Al-Kowarri, Glyn Jones, 2 members of the public.
1. Welcome:
The Chairman welcomed those present, particularly Glyn Jones.
2. Apologies for absence:
Alex Thomas, Constable Alex Allan.
3. Police matters:
During the month of October up to the 26th there had been two assaults, two vandalisms and a drink driver reported. Jim Piggins was concerned about the lack of traffic wardens in the village. Cllr Al-Kowarri agreed to enquire.
4. Mill Farm Restoration:
Glyn Jones of Aggregate Industries spoke about the restoration of the company's site at Mill Farm. The company would like input from the Community Council as to how the site was to be left after the extraction was complete. There was discussion of various possible features.
5. The Minutes of the Meeting held on 25 September 2008 were approved.
6. Question Time:
Mr Iain Morgan was concerned about vandalism in the village, and the absence of a community policeman.
7. Matters Arising from the Minutes:
There were no matters arising
8. Planning matters and applications:
Six planning applications were considered, none of them controversial.
9. Community Planning:
a Planning Aid for Scotland: The Community Council had been invited to arrange a half-day seminar for the public. It was agreed that far more notice would be required.
b. Summary from Community Planning Board: The Board had issued a summary of decisions at its last meeting in advance of the publication of the minutes.
c. GACCF - waste collection and recycling: A paper on cleaning recyclables had been received from Melanie Baldwin.
10. Christmas Lights Sub Committee:
The lights are currently stored at the Masonic Hall. The Aberdeenshire Council electrician will install the brackets on streetlights. The lights will be installed on a date in December.
11. Report from Community Learning and Development Representative:
There was no report as the meeting had been cancelled as not quorate.
12. New Business:
a. Community Council Grants: Councils were invited to apply for grant for particular projects. It was decided that the hanging baskets project might be appropriate.
b. ASCC Ballot: The ballot form was completed.
c. ASCC Concerns: A letter had been sent to Mike Rumbles, asking him to voice our concerns about the ASCC to the minister responsible. He had sent a holding reply.
d. School Bus Safety - seat belts: An e-mail had been received asking for support for the campaign for seat-belts in school buses. It was agreed not to respond to this.
e. Community Council Elections: It was agreed that an article should appear in the Newsletter. Nomination papers will be included in the Newsletter in January and February.
f. Road Casualty Reduction Strategy: A draft strategy had been sent for comment. It was decided not to respond.
g. Garioch and North Marr Community Safety Group: Requests for funding on safety projects were sought. It was agreed that the Youth Cafe might have suitable projects.
13. Unfinished Business:
a. Shell Small Grants scheme: No projects had been identified.
b. Hanging Baskets: The Gardening Club were willing to assist with planting hanging baskets but not with maintaining them. An article was to be placed in the Newsletter to assess interest.
c. Academy Football Pitches: The Kemnay Football Club will be allowed use of the Pitches at the Academy.
14. Aberdeenshire news:
The Zebra Crossing on Station Road is almost complete. Susan Milton asked if Cllr Al-Kowarri could make representation that the 30mph sign at the entrance to Craigearn be moved further away from the village.
15. Correspondence:
a. ASCC Conference: There was no interest in attending.
b. Joint Budget Meeting with Formartine: Jim Piggins and Chris Hunneyball were to attend.
c. Public Transport Infrastructure Enhancements: Several bus shelters were to be upgraded
d. Serving Aberdeenshire: Two copies were available for perusal.
e. Representative on the Community Planning Board: No-one volunteered for this.
f. Castle Fraser Steam and Vintage Fair: It was agreed to write in support of this.
16. AOCB:
There was a potential purchaser for part of the parking area to the rear of the hall. It was agreed that the community council would be opposed to such a sale.
Concern was raised over the aggressive behaviour of unleashed dogs in popular walking areas around the village.
