KEMNAY COMMUNITY COUNCIL - REPORT OF THE MEETING ON 30 APRIL 2009 AT 7.30 PM IN KEMNAY VILLAGE HALL
Present: Chris Hunneyball (Chairman), Gavin Adam, Margaret Christie, Malcolm Edwards, David Evans, Annie Ferries, John Hern, Bob Irvine, Ian Murray, Janet Newberry, Eric Pashley, Jim Piggins, Alex Thomas, Mavis Wainman.
Attending: Cllr Hazel Al-Kowarri, Cllr Allison Grant, Glyn Jones, 2 members of the public.
1. Welcome: The chairman welcomed those present, in particular Mr Jones of Aggregate Industries.
2. Apologies for absence: Bill Blackwood; PC Alex Allan.
3. Mill Farm: Glyn Jones outlined the proposals for the Mill Farm sand quarries. These include paths, bird-hides, a sand-martin wall, a car park and seating areas.
4. Police matters: PC Allan had tabled a report which revealed 11 reported crimes in Kemnay in April 2009, and advised of a speed survey on Victoria Terrace which showed the average speed as 40mph. He pointed out that anyone travelling in excess of the speed limit was risking a minimum of three penalty points and a £60 fine.
5. The minutes of the meeting held on 26 March 2009 were approved.
6. Question Time: One member of the public sought help on the matter of constant vandalism against his house; he was advised to seek help from his landlord and from the police. Another wished to discuss Fetternear, but it had already been decided to await the publication of detailed plans before making any decision on this matter.
7. Matters Arising from Minutes:
a) Data Protection Registration: It was agreed to defer registration.
8. Planning matters and applications:
a) New Applications: There was nothing controversial.
b) Replacement garage roof at 29 Victoria Terrace: The Community Council considered that neighbour notification should be made of alterations to plans. It was agreed that we should press the Planners to consult neighbours in future.
c) Objections to Finalised Aberdeen City and Shire Structure Plan 2009: These had been sent to the Scottish Executive.
d) Local Development Plan: The draft plan was now available on the internet. It was decided to hold a drop-in public meeting on 13 June 2009 from 10am to 4pm to allow residents an opportunity to have input into the consultation.
e) Planning Aid Event: This had been most helpful. Cllr Grant was thanked for arranging it and Annie Ferries, Bob Ingram and Margaret Christie for the catering.
9. Community Planning :
a) Aberdeenshire Community Planning Executive: Nominations were sought for a Community Council member to serve on the executive. There were no volunteers.
b) e-bulletin: Members were reminded that it was possible to register for this.
10. Community Councils Communication Forum: An interesting comparison had been provided of support services to Community Councils by different local authorities.
11. Christmas Lights Sub-Committee: John Maine had approved the idea of Christmas Trees around the Place of Origin.
12. Report from Safety Group Representative: The Safety Group meeting had dealt with drug awareness; pass plus, re-educating adult drivers, smoke detectors in loft areas, road drainage and funding.
13. Report from Community Learning and Development Representative: There was no report as the meeting had been postponed. The Adult Education and Learning Department had received an excellent report at a recent inspection.
14. New Business:
a) Community Council Scheme: It was agreed to defer discussion of this until the autumn.
15. Unfinished Business:
a) Planning Gain: Some of this might be used for the granite sign.
b) Christmas Trees: There was a possibility of acquiring trees for next year.
c) Disabled Parking: The Roads Section would deal with this.
d) Aquithie Road Bend Sign: This had been replaced.
e) Victoria Terrace Double Yellow Lines: These would be repainted in due course.
f) Wish List: The public were urged to add to this list of things which might be done.
g) ASCC North East Regional Meeting: No one wished to attend.
h) Waste Bins: Aberdeenshire Council would consider the current provision.
i) Kendal(l) Road: In view of the widespread use of Kendal, the original spelling would not be restored.
j) Granite Sign: Glyn Jones offered assistance with this.
k) Bogbeth Toilets: The restoration of the Bogbeth toilets was to be costed by the Council.
16. Aberdeenshire news: Safety Handrails were to be provided in the cemetery and various improvements carried out in Bogbeth Park.
17. Correspondence:
a) Ranger Service events: These were ongoing in the county.
b) Windfarm consultation: This seemed irrelevant to Kemnay.
c) School Closures: Greater consultation was to be carried out before closing schools.
18. AOCB: The updated financial report was unanimously approved. It was agreed to ask for a sign on High Street directing people to the Hall car park. Concern was expressed about young people gathering and drinking late at night around the Family Centre. Alex Allan was to be asked for assistance. Updates to the Yellow Book entry were agreed.
