KEMNAY COMMUNITY COUNCIL - REPORT OF THE MEETING ON  26 FEBRUARY 2009 AT 7.30 PM IN KEMNAY VILLAGE HALL

 Present: Chris Hunneyball (Chairman), Bill Blackwood, Margaret Christie, David Evans, Annie Ferries, Susan Milton, Janet Newberry, Eric Pashley, Jim Piggins, Alex Thomas, Mavis Wainman.

Attending:  Cllr Hazel Al-Kowarri, Cllr Allison Grant, PC Alex Allan, 4 members of the public.

•1.       Apologies:  Paul Smart.

•2.       Welcome:   Chris Hunneyball welcomed all those present.

•3.       Police Matters: PC Allan reported on the crime figures for February, and the very satisfactory clear-up rates.  He reported that historic crimes were still being cleared up.   

•4.       The Minutes of the Meeting held on  29 January 2009 were approved.

•5.       Question Time: Matters raised by members of  the public were: the felling of  trees in Fetternear - it was pointed out that Fetternear was outwith the Community Council area, but Cllr Al-Kowari agreed to investigate; Signage for the Library on Aquithie Road and Victoria Terrace - Aberdeenshire Council was to be written; the breaking of the speed limit within the village - the Council and Police would be contacted; the lack of facilities for the Youth Football Club - the Community Council agreed to support the club fully in any attempts at improving the situation.

•6.       Matters Arising from the Minutes:

a)     Maintenance around the Place of Origin:  The artist had yet to inspect the site.

b)     Road Markings on Station RoadPC Allan had been asked to look at these and the problem of parking right up to the zebra crossing.

c)     Leshangie:  The problem was being investigated.  Some signs appear to have been removed.

d)     Road Gritting:  An apology had been received from Aberdeenshire Council.  It was    agreed to write to say that gritting had improved during the recent bad weather. Particular mention was made of the consistently good pavements in Kemnay.

e)     Community Safety Annual Seminar and Awards:  Details were to be sent to potential Community Councillors.

•7.       Planning Matters and Applications:

a)     Community Councils and Scottish Government: It is possible to register to have details of future consultations sent to one's computer.

b)     Consultation on Planning Controls: Probably not relevant to Community Councils.

c)     Draft Structure Plan Consultation Event:  Comments on the final draft plan had to be made by 24 April.  It was agreed to hold an extra meeting in early April to formulate these.

d)     Fyfe ParkThe planning application had been refused as submitted.

e)     New Planning Applications:  There was nothing controversial.

•8.       Community Planning: 

a)     Aberdeensire Community Planning Executive: The Local Community Plan, into which the Garioch Area Plan was linked, had just been published.

b)     Aberdeenshire Community Council Communication Forum: An Aberdeenshire wide Community Council forum had been created for exchange of useful information.

•9.       Christmas Lights Sub-Committee: There was a suggestion that Christmas Trees should be planted around the Place of Origin.

•10.    Report from Community Learning and Development Representative: The film "Friends" made by 3 members of the Youth Cafe was commended.  The Council has approved the appointment of a supervisor for the fitness centre in the Academy for two three-hour sessions per week.  The mini-bus is a great success.  Two new half-time posts have been created in the Community Learning and Development Team.

•11.    New Business:

a)     Support for application for top-up budget for Kemnay Peer Education Group: The Chairman had been asked to support this application at very short notice.  He had said that he was sure the Community Council would do so, and his action was approved retrospectively.

•12.    Unfinished Business: 

a)     Village Hall Sound System:  The application had been approved and the work was now complete.

b)     Wish List of projects:  Several suggestions were made, and further suggestions were to be sought from the public.

c)     Planning Workshop:  The new date for the Planning Workshop was to be Saturday 25 April from 2 to 5.30pm.

d)     Election Update:  Polling would take place from 9 to 10am, and 3 to 7pm on Thursday 19th March.

e)     Data Protection Act:  It was agreed to let the newly-constituted council make a decision on this matter.

•13.    Aberdeenshire News:  Community Councils in Formatine had been advised that those involved in any planning matter should absent themselves from all planning discussions on the Local Plan.

•14.    Correspondence:   Correspondence had been received on The Garioch Area Committee, NHS Smoking consultation, Parking charges, Saltire Society Awards, and SEPA.

•15.    AOCB:  There was no other business.
