KEMNAY COMMUNITY COUNCIL - REPORT OF THE MEETING ON 25 JUNE 2009 AT 7.30 PM IN KEMNAY VILLAGE HALL

Present:  Chris Hunneyball (Chairman), Bill Blackwood, Margaret Christie, Malcolm Edwards, David Evans, Annie Ferries, John Hern, Bob Irvine, Eric Pashley, Jim Piggins,, Mavis Wainman.

Attending:  Cllr Hazel Al-Kowarri, Cllr Allison Grant, 2 member s of the public.

 1.     Welcome: The Chairman welcomed those present.

 2.    Apologies for absence:   Gavin Adam, Ian Murray, Alex Thomas, PC Alex Allan.

 3.     Police matters:  As PC Allen was not present, there was no report, but a later tabled report indicated 10 crimes in May, 2 detected, six with enquiries ongoing and 2 undetected.  June's figures were 5 crimes, all with enquiry ongoing.  PC Allen also drew attention to the fact that Grampian Police and the Youth Cafe have arranged for the Street Sports to visit Kemnay on Tuesday 21 July, at Kemnay Academy, between 12-4 and on Saturday 8 August, at Aquithie Road, from 6pm.  All are welcome.  The CC had received an account of the new police structure as it was relevant to Kemnay. 

 4.     The Minutes of the Meeting held on 28 May were approved.         

 5.     Question Time: The two members of the public present declared their opposition to the proposed car park on Bremner Way.  They were informed that the outline planning permission had been refused, but that they should encourage those interested to submit a response to the Main Issues Report Consultation before 6 July 2009.

 6.     Matters Arising from Minutes:  There were no matters arising.

 7.     Planning matters and applications:     

a)    New Applications:  There was nothing controversial.

b)    MIR Open Day and KCC Submission:  About 100 people attended, but only 36 completed the CC's response forms.  A response had been drafted using these.

 8.     Community Planning :            

a)    CC member on Community Planning Executive:  Community Councils had been asked to vote for a replacement for Isobel Paige who was resigning.  It was unanimously agreed to vote for Susie Brown of  Mearns Community Council.

 9.     GACCF:  Chris\Hunneyball  had been re-elected as Chairman.  Discussion had been held on how to make meetings more attractive to Community Councillors.

 10.  Report from Safety Group Representative:  The representative had not been at the meeting.

 11.  Report from Community Learning and Development Representative:  Two training sessions had been arranged for minibus drivers but some current drivers were not proposing to attend.  The problem of the crèche and the library not being open simultaneously was to be raised at the next Learning and Development meeting.           

12.    New Business:           

a)      Community Council Budget:  The Area Manager had written suggesting that the current project grant be abolished and the money allocated to Community Councils.  This would mean an increase in the Kemnay budget.  It was agreed to support this.

b)      Cash-back for Communities:  Information about this scheme had been distributed to the Youth Café and the football Club.

c)      Retiral of Arthur Angus: Arthur Angus, Area Committee Officer, was to retire at the end of July.  He was presented with a bottle of Glen Garioch at the GACCF meeting.

d)      ASCC: The CC was extremely unhappy about a recent response to a query to the ASCC and  a letter in response had been drafted. This was approved by the meeting, which also considered that the letter should be copied to the local MSP.

e)      IBP  Research on Community Facilities: Volunteers were called for.  One member had already been consulted.

f)      Kemnay Primary Mini Grill: P5 Children at Kemnay Primary had the following requests - a Zebra crossing by the Golf Club, the removal of the graffiti in Bogbeth Park and graffiti and rubbish in the skate park, and better lighting near the school.  All these were to be brought to the attention of Aberdeenshire Council.

 13.    Unfinished Business

a)      Toilets at Bogbeth Park:  The CC was to consult the Cricket Club.  The Burnet Arms would be willing to open its toilets to the public.  It was hoped that Bennachie Lodge might do the same.

b)      Draft Boundary Commission Response:  This had been acknowledged.

c)      Broomhill Roundabout:  This was to be altered to improve sightlines from the B993.

 14.    Aberdeenshire news:  There was nothing relevant to Kemnay.

 15.    Correspondence:  Correspondence had been received about  Neighbourhood Watch and Police Broadcasts. "The Community Councillor", "SEPA View" and a letter from John Swinney had also been received.

 16.    AOCB:  The Core Paths Strategy consultation was raised.  A response was to be sent. The absence of double yellow lines and ramp warnings on Bogbeth Road were to be intimated to Aberdeenshire Council.  Almost all the plants donated by Aberdeenshire Council had been planted out.  Fly-tipping had been noticed at Aquithie Woods.  Arrangements were made for action during the break.
