KEMNAY COMMUNITY COUNCIL - REPORT OF THE MEETING ON 26 MARCH 2009 AT 8.00 PM IN KEMNAY VILLAGE HALL
Present: Chris Hunneyball (Chairman), Gavin Adam, Bill Blackwood, Margaret Christie, Malcolm Edwards, David Evans, Annie Ferries, John Hern, Bob Ingram, Ian Murray, Eric Pashley, Jim Piggins, Mavis Wainman.
Attending: Cllr Hazel Al-Kowarri, Inspector Bob Thomson, 1 member of the public.
•1. Apologies: Janet Newberry, Alex Thomas, PC Alex Allan.
•2. Welcome: Chris Hunneyball welcomed those present.
•3. Election: The following office-bearers were elected for the three-year term of the council: Chairman: Chris Hunneyball; Vice-Chairman: Bill Blackwood; Secretary: Margaret Christie; Treasurer: Janet Newberry; Planning Scrutiniser: David Evans; Christmas Tree Sub-committee Chairman: Eric Pashley; Community Learning & Development Representative: Jim Piggins; Safety Group Representative: Bob Ingram; GACCF Representative: Mavis Wainman; Press Scrutineer: Mavis Wainman; Press Liaison: Bill Blackwood.
•4. Police Matters: PC Allan had tabled a report which showed the crime figures for the month and highlighted thefts from motor vehicles which may not have been locked and thefts of off-road motorcycles from secure premises. The public were urged to lock their vehicles, and to report suspicious activity. A traffic survey on Aquithie Road near Littlewood court had found vehicles travelling at up to 60mph. Bill Blackwood expressed the Community Council's appreciation of PC Allan's work.
•5. The Minutes of the Meeting held on 26 February 2009 were approved.
•6. Question Time: There were no questions.
•7. Matters Arising from the Minutes: The matter of registration under the Data Protection Act was to be discussed at a future meeting. The principal driver of the pavement plough is Kenny Rough.
•8. Planning Matters and Applications:
a) New Applications: There was nothing controversial.
b) Changes in the Scottish Planning System: Developers were in future to be obliged to consult with local communities, including the Community Council.
c) Responding to Developers: Community Council had been urged not to give the impression that they sanctioned developments which they might want to oppose.
d) Planning Gain: The figures for planning gain for Kemnay had been received.
e) Planning Aid Workshop. This had been rescheduled for 25 April from 2-5.30 pm.
f) Structure Plan. Our submissions to the Draft Structure Plan had been almost entirely rejected and it was agreed that similar objections would be forwarded in response to the Scottish Government consultation.
•9. Community Planning:
a) CC Representative on Community Planning Executive: There were no volunteers.
b) Aberdeenshire Community Councils' Communication Forum: It is possible to register to receive information by e-mail.
•10. GACCF: A report of the previous meeting was tabled.
•11. Christmas Lights Sub-Committee: John Maine, the artist was to be consulted about the possibility of planting and harvesting Christmas Trees around the Place of Origin.
•12. Report from Community Learning and Development Representative: One of the team of HM Inspectors of Schools visiting Kemnay had had a constructive meeting with a group from CLD. The loss of rooms and access to the gym were discussed
•13. New Business:
a) ASCC: There were no volunteers to be area representative.
b) Disabled Parking on High Street: Since the double yellow lines are constantly ignored, a request was made for a disabled parking space on High Street. It will be forwarded.
c) Dog Waste. The problem of dog waste in Gregor Park and on the green spaces around Alehousewells school and the Academy was raised. As there are many dog waste bins in the area, no solution was found.
•14. Unfinished Business:
a) Aberdeenshire Safety Group Annual Seminar: Bob Ingram was to attend.
b) Beech Hill Croft: A report had been prepared and was awaiting action from Aberdeenshire Council.
c) Fetternear: It was agreed to await detailed plans before reviewing this.
d) Community Led Health Local Event: Mavis Wainman and Bob Ingram will attend this.
e) Kemnay Wish List: Members of the public were urged to contact Community Council members with their suggestions for minor works to be undertaken in the village.
•15. Aberdeenshire News: There was nothing specific to Kemnay which had not already been dealt with.
•16. Correspondence: Correspondence had been received about: The Garioch Area Bus Forum - timetables were to change on 18 May; the number to phone if buses failed to arrive was 01224 591381. The National Spring Clean - volunteers were sought; The Public Petitions Committee - no-one wished to attend; the Licensing Consultation - there were no objections; The Community Plan; Speeding in Kemnay - the possibility of traffic calming was being considered; Aberdeenshire's draft Walking and Cycling Action Plan.
•17. AOCB: The matter of the redundant sign pointing to the Laird's Restaurant, the obscured double yellow lines on Victoria Terrace and the missing bend warning sign on the quarry road were raised. All were to be referred to the appropriate authority.
