KEMNAY COMMUNITY COUNCIL - REPORT OF THE MEETING ON 25 FEBRUARY 2010 AT 7.30 PM IN KEMNAY VILLAGE HALL
Present: Chris Hunneyball (Chairman), Bill Blackwood, Margaret Christie, Janet Newberry, Jim Piggins.
Attending: Kenneth Ross.
1. Welcome: The Chairman welcomed those attending on such a night, in particular Kenneth Ross of SEPA. He announced with regret the resignation of Malcolm Edwards, and wished him well for the future.
2. Apologies for absence: Gavin Adam, David Evans, Annie Ferries, John Hern, Bob Ingram, Ian Murray, Eric Pashley, Mavis Wainman, Cllr Hazel Al-Kowarri.
3. Kenneth Ross from SEPA hydrology: Mr Ross gave a very interesting presentation on the forthcoming launch of the North East of Scotland Flood Warning Schemes for the Rivers Dee, Don and Deveron. He pointed out that residents at risk of flooding would, by spring 2011 be able to register for direct telephone warnings of potential floods. Currently, they can telephone 0845 9881 188 or check the SEPA website: www.sepa.org.uk. Further details would be published in the Newsletter.
4. Police matters: A Community Councillor had observed people dropping litter from a car in Kemnay. He had given the car number to the police who had tracked down and warned the perpetrators. February had been relatively crime free in Kemnay, apart from reports of bullying of primary pupils on the way home from school. A number of Aberdeen criminals responsible for motor-bike thefts in Kemnay and elsewhere had recently been imprisoned. Once the proposed parking and speed restrictions were in force, traffic wardens would include Kemnay in their rounds. There was to be a night of road traffic education for young drivers and their passengers in early March.
5. Minute of Meeting held on 28 January 2010: Cllr Grant had pointed out that item 15 should read "The Aberdeenshire area plan", not "the Garioch area plan". With that amendment the minutes of the previous meeting were unanimously approved.
6. Question Time: There were no members of the public present.
7. Matters Arising from Minutes:
a) Fetternear Consultation: There would be a public meeting on 29 March, followed by one to one sessions on various dates in April.
b) Academy litter campaign: It was suggested that the campaigners might apply for a grant to personalise litter bins.
8. Planning matters and applications:
a) New Applications: There was nothing controversial.
b) Planning Modernisation Group: There were no volunteers to join.
9. Community Planning: Both the idea of composting at Birley Bush and the inclusion of transport in the Garioch Area Plan have been adopted.
10. GACCF: The next meeting would be on the 4 March, when a report from Kemnay would be included.
11. Christmas Lights Sub Committee: This item would be removed from the agenda until nearer Christmas.
12. Report from Safety Group Representative: There had been no meeting.
13. Report from Community Learning and Development Representative: There had been no meeting
14. New Business:
a) Traffic management: It was agreed to ask for the planned double yellow lines in Fraser Place opposite the church to be extended slightly, and for double yellow lines opposite the entrance to Kendal Green.
b) Nominations for Aberdeenshire Sport Council`s Awards for 2010: There were none.
c) Garioch Area Bus Forum: This was to take place on 15 March 2010 at 7.30 pm in Kemnay Village Hall..
d) Aberdeenshire Council Consultation Results: These will be made available on the website.
e) ASCC Accounts: These could be purchased from Companies House a year in arrears.
15. Unfinished Business:
a) Birley Bush: Aberdeenshire Council appeared to be considering this site for allotments and composting.
b) Beechhill: The owner had enquired why she was not informed that this was being discussed. She would be reminded that she was welcome to attend meetings.
16. Aberdeenshire news: There being no councillor present, there was no news.
17. Correspondence:
a) Community Safety Seminar: This was to take place in the Church Centre on 20 March 2010.
b) Open Space Strategy: The paper had currently been withdrawn.
18. AOCB: Aberdeenshire Council had been asked to approve the change in the date of the final accounts.
