DEVELOPMENT BRIEF
for RESIDENTIAL AND BUSINESS DEVELOPMENT at
FYFE PARK, KEMNAY

Attached to this post is a full Council document with full details of the Development brief..

The site is located at a key gateway to Kemnay and is prominent on the approach by the B993 and from the higher ground to the north and south.

The Community Council has been asked to comment on this draft, with a deadline for a response 20th September. From discussion so far it would seem that the brief is reasonable, but there are a number of issues which we will be drawing to the attention of the Planners. To give just one example, in paragraph 3.4.4 it says that a significant developer contribution will be required to improve education facilities because Kemnay Academy is over capacity. This is nothing to do with the birth rate in Kemnay, but because of the massive house building programme in Kintore, and the absorption of Blackburn into the catchment area. Developer contributions should come from those areas; in our area we would like to see improvements of benefit to Kemnay. Suggestions for these include toilets for the Pleasure Park, a new scout hut or a contribution to the swimming pool fund.

Please note that there is no point about arguing as to whether the land should be used for housing at all; this was discussed at length at the Local Plan enquiry and the Reporter ruled that it should. It is now included in the Local Plan and this decision will not be reversed.

If you do have any comments please make them known. It may be that your ideas have already been taken on board, but there again, they may not have been.

i have read about the planning for fyfe park and not happy about it it will cuse more traffic in the aready busy road whitch at the junction of fraser place as 2 junctions within 1 meter of each other along with 5 car drive ways within 5 meters of junction and 2 car parks  also openings to local garages for council people we was promised the last time the houses went up that there would be bollards put up to stop the flow of traffic but again this seems to be forgotting about also kemnay does not need anymore houses as schools etc will not manage thay are full to the brim aready

Thank you, Thain, for your comment. We will add a bit about traffic measures in Fyfe Park to our response.
I am afraid there is no point in going on about whether there should be houses there or not; that battle was fought at the Local Plan Enquiry a couple of years ago when it was decreed that there should. This is now in the approved Local Plan and it will not be changed.
Fully agree about the academy being over full, and developer contributions should come from Kintore and Blackburn to help pay for enlargement. It is the expansion of those settlements that has caused the problem.

problems indeed, but it's thanks to the local council we are at least represented, I've not long been here, and I wondered how someone would get themselves heard.

Yes we need more facilities, having a young one that is not yet ready for school, academy or swimming pools doesn't mean they shouldn't have them. I don't want to be driving all over the place for ever, We were thinking of moving at a later date if the schools were still so crowded - but it makes sense - more houses, more businesses should mean more school rooms and more facilities in general especially if other areas are already overspilling and filling our spaces, or else they shoud get their own?

Our only real complaint is the additional traffic which will use Victoria Terrace, as it is there is far too much especially at peak times.Unfortunately, almost all of it SPEEDING.Our house is one of the oldest in the street and SHAKES when lorries pass,so, with a new estate being built this situation will worsen.
We should have sleeping policemen at say every 1/200 yds, the 30 mile sign at the entrance to the village is almost totally ignored.

Fyfe Park Planning ref: APP/2007/2474

I am a resident of Fyfe Park and have recently had notification of the Full planning permission for 54 houses by Deveron Homes. I am aware this is in the local plan however I have several concerns with the development.

My thoughts are detailed below:

1) The strip of land on the quarry side of the road is owned by Greenbelt Group Limited who have not been notified as a neighbour of the development.

2) The residents of the surrounding houses, on Fyfe park, Wilson Place, Elizabeth Close and John Gray Drive, Pay Greenbelt annually for the maintenance of the strip of land mentioned above in point 1. The developer has proposed 3 new entrances through this land and has proposed the planting of landscaping along this land which they do not own.

3) In conflict with the Finalised Aberdeenshire Local Plan, Policy GEN/5, there is no mention of the type of landscaping proposed including heights of bushes / trees etc therefore I have concerns with overshadowing my property on Fyfe Park. The developer is also showing new plantations at the corner of Fyfe Park and B993 ( Victoria Terrace) which I feel would restrict the visibility to the corner.

This is the same corner which is detailed within the latest Kemnay newsletter Page 23 (Kemnay Community Council minute of meeting on 28th June 2007) as being proposed for a “Large flower bed”.

4) No site levels have been provided therefore I cannot tell if the proposed dwellings directly opposite my house would cause overshadowing.

5) Fyfe Park is currently a very busy street and is used as a ‘rat run’ by cars and motorbikes. With the increased traffic this development would bring to Fyfe Park I have traffic safety concerns. I would request that traffic slowing/reducing measures be considered in conjunction with this application.

6) The developer has proposed two new junctions serving their development together with a third ‘driveway’ entrance serving only three dwellings. I would suggest that minimising the junctions to this area would be in the best interest of all occupants of the existing and new dwellings. It would seem that this could be achieved without any major amendments to the proposed layout.

7) In conflict with the Finalised Aberdeenshire Local Plan, Policy HOU\8, there seems to be no ‘Affordable’ housing provision within this development.

The above points are my views on the development and I am submitting these as comments to the planning department. I am not opposed to the development as I know it will progress however I feel that, as residents of Kemnay, we should be trying to limit the negative effect on the area.
